The order of retraction of published in MBJ scientific information is based on the recommendations of the Committee on publication ethics (COPE) and the rules of retraction of the article of the Council on scientific publication ethics of Association of Science Editors and Publishers (ASEP).

Violation of ethical principles of the Journal revealed after the article publication is the basis for its retraction. Such cases include, for example:

  • plagiarism in significant amount;
  • duplication of the article in several editions;
  • revealing of falsifications in the work;
  • revealing of serious errors in the work (for example, incorrect interpretation of the results), which calls into question its scientific significance;
  • incorrect list of authors;
  • hidden conflict of interest;
  • republishing of the article without the Author's consent;
  • other violations of ethical principles of the Journal.

The retraction of the already published article is also possible on the initiative of the Author if there are grounds for retraction and a written statement of the Author's stating the reasons.

As emphasized in the recommendations of the COPE: “the main purpose of retractions is to correct the literature and ensure its integrity rather than to punish authors who misbehave”.

If sufficient grounds for retraction of the article are found or a request for retraction is received, the Editor-in-Chief appoints experts from among the members of the Editorial Board and lawyers, determines the terms of expertise and consideration of the issue of retracting the publication (not longer than a month).

Experts receive information about the publication necessary for making a decision, send a notification to the Author (co-authors), as well as request explanations from the Author (co-authors) and their reasoned arguments on the article's retraction.

If it is impossible to receive information about the publication within the prescribed period (for example, if the authors provide conflicting information; if the institution where the authors work refuse to investigate the alleged violations or publish the results of such investigations; if the investigations were not carried out fairly), by the decision of the Editorial Board corresponding information on doubts concerning the article is published on the official website of the Journal. Information about it is send to the Council on scientific publication ethics of ASEP.

If confirmation of violations is received, the article is to be retracted. Otherwise, the appropriate comment is published, as notified by the Council of scientific publication ethics of ASEP.

The decision to retract the article is made at the meeting of the Editorial Board on the proposal of the Editor-in-Chief of the Journal with the grounds for retraction of the article. The Author (Co-author) of the article has the right to submit to the meeting in writing the justification of his position on the retraction of the article.

The decision to retract the article is made by the minutes of the meeting of the Editorial Board with the reason and date of retraction. The article remains on the website of the Journal as a part of the relevant issue of the Journal marked “RETRACTED, date”, the same mark is put in the article and in the table of contents of the issue.

The Author (co-authors) is notified of the decision of the Editorial Board. If the retraction is related to the actions of several, but not all, authors of the publication, this is to be indicated in the notice of the retraction. Notice of the decision of the Editorial Board is also sent to the Author of the appeal on availability of the grounds for retracting the article (if such was the reason for the expertise of the article for violations).

The Editor-in-Chief of the Journal sends the minutes of the meeting of the Editorial Board indicating the date of the meeting, the list of the participants of the meeting, the results of the expertise and the reasoned decision of the experts. Information on the retracted articles is also send to the Council of scientific publication ethics of ASEP (for the entry of information into a Single database of retracted articles) and the Scientific electronic library  (information about the article and full text remain on https://elibrary.ru/ but supplemented by information on the retraction; retracted articles and references from them are excluded from the RSCI and do not participate in the calculation of indicators).

In cases of multiple or significant violations of publication ethics, the Editorial Board of the Journal, along with the decision to retract the article, has the right to make a decision to ban the acceptance of articles from the Author (co-authors) of the retracted article for a certain period of time.
